Cultural industries are potential emerging industries in the 21st century. Historical and cultural heritage in Guangdong province are concentrated on the Pearl River Delta. The paper explains the foundation of development cultural industry cluster in the Pearl River Delta form demand, manufacture and industry chain. It conceives a new way to realize cultural heritage protection and economic development through developing cultural leading industries, forming cultural industry chain and establishing cultural industry cluster
