- Abstract
During the Sino-Japanese War of 1894-1895, previous studies on Japan ’s diplomacy and decision-making often focused on the Minister and the Navy. The emperor ’s understanding of the words and deeds in the war was often limited to edicts, edicts, and official propaganda. The real role played in decision-making. So that there are some views that the emperor is not pro-political, but only confirms the opinions of the cabinet ministers. This article will use the memoirs and letters to take the two nodes before the Kowshing Incidentand the attack of Chihli as examples to explore the real image of Emperor Meiji’s decision in the Sino-Japanese War.
