- Abstract
This research analyzes the factors cause prisons in Indonesia fail to achieve the goals of punishment existing regulations. The normative legal research is used with legislative and conceptual approach. Primary, secondary, and tertiary legal materials are used in this research. The results of the research conclude that in order to achieve the goals of punishment, it needs support from the law enforcement. The factors that influence the effectiveness of law enforcement are law factor, law enforcer factor, facility factor, society factor, and cultural factor. The five factors are interrelated with the success of the inmates’ coaching.
