emphasizes that the development of science and technology should be raised to the guiding principle position of the development of GBA. However, GBA's scientific and technological development is facing the bottleneck of the rule of law about "one country, two systems", and there is an urgent need to seek a breakthrough path. As a powerful country in science and technology of the world, the experience of the rule of law in the development of science and technology of the United States can be used for reference dialectically. On the basic premise of combining it with our current national conditions, GBA can continue to work together to build an international first-class scientific and technological innovation bay area by attaching importance to the role of the market, strengthening interregional cooperation, establishing the interregional legal system of GBA and the cross-border scientific and technological dispute-resolving system. - Copyright
