Abstract

The objective system of safety risk management is the expected state or result of the safety management activities carried out by the organization to prevent and deal with risk factors and risk accidents within a certain period of time. In this paper, adopting the idea of MBO(Management by Objects), the objectives system built up with a top-down approach is an objectives network based on cause-means. According to the nature and role of risk management activities, the paper points out that the objective system should be constructed from two perspective, that are predictability and systematicness, and followed three principles, namely, advanced nature, comparability, timeliness.
