Abstract

the developing and perfecting education system shows the characteristics of diversification and complication gradually, in the higher education quality value system construction, the details of the need of relying on the background of the social environment, the pursuit of social system between university and government and balance, thus ensuring interest demands, in the process of the evolution of higher education system in the development of higher education in China has become the main target and development direction. This paper makes an in-depth analysis and discussion of China's current higher education policy, and puts forward the corresponding matching scheme for the task and function of the rights receivers in its policy system.
