Abstract

All of the world has attached great im-portance to the function of USA social security since the United States enacted the social security act. However, due to differences in political, economic and cultural backgrounds, its connotation of social security is also different. its under-standing of broad sense and narrow sense, character and function are different. In China, social security systems are becom-ing increasingly shape and perfect in the definition of the connotation and clarity.
