Abstract

The election of the Governor has been done in Indonesia directly since Non-22 Act of 1999 on Regional Government with general political participation level 64.23%. Similarly, the election of regional heads in East Java has experienced ups and downs. This article to describe the context of regional head elections related to East Java Governor election directly in the first and second periods along with the level of participation. To what extent is the level of voter participation in East Java Provincial Governor Election 2008, and 2013, and comparing the two electoral processes?. Tthe approach of the paper use with qualitative study to see secondary data that has been documented at BPS East Java, East Java KPUD and the media surrounding the election of the Governor of East Java Province. Election of East Java Province Governor 2008 there are five pairs of candidates for Governor of East Java. They are Khofifah Indar Parawansa-Mudjiono, Soenarjo-Ali Maschan Moesa, Soekarwo-Syaifullah Yusuf, Soetjipto-Ridwan Hisjam, Achmady-Soehartono. This election came in the 2nd round won by the couple of Soekarwo-Syaifulah Yusuf. Before the first round there was a high electability and low compared to Soenarjo-Ali Maschan Moesa, but it was finally won by Soekarwo-Syaifullah Yusuf's in second round with a participation rate of 60.8% (Jayamahe, 2017). The East Java Province Governor Election 2013 the participation rate were 58.96% (LSI), (Mujib Anwar, 2013). The electability and political participation were above 55%, the Governor of East Java Province can adopt policies and implement well supported by professional and strong stake holders
